Spawn by Vertices on Changing Mesh?

Lets say I have a plane that I want to "slice on", and want to spawn based on that plane's newly created vertices, is this possible?

I'm able to spawn over the entire surface so long as the plane has geo to emit from, but it doesn't seem to work if the topology changes over time...

Any ideas?
