Rotation Axis

I have random 3D rotation particles, and now I want them to rotate them on a local x y or z axis. I don't want to use spin because I'm going to synce the rotation to geometry in the scene.

I can't figure out why the rotation axis seemingly isn't aligned to the random rotation. What am I missing?

After I shook the rust off, this is the solution I found. Is this the easiest method?
