Align to Normal problem

Just a simple exersize - I create cubes on every vertex of sphere and matrix-to-vector multiplication to normal align
Why is formed here an arcuate pattern of rotation angles?
And then, how to align particles rotations as a mirror-ball maner?

I wouldn't use point normal, if you wanted symmetry you could birth on face centers and find closest surface point normal.

surface point normal should give you something much more aligned. At least I am thinking that off the top of my head.
