Spawn Particles Between Paired Particles Based on Proximity

I'm wondering how it would be best to go about sending a single spawned particle between two paired particles based on their proximity to each other?

As an example, lets say you have a cloud of particles moving randomly in 3D space, and based on a distance threshold you spawn a particle that travels between one of the paired particles to the next, at which point it's tested out and deletes.

I think I'm fairly close based on an awesome scene the Khye Kading put up on Vimeo awhile back https://vimeo.com/70201118. But I'm hung up on the random aspect and moving the particle between pairs.

Any help would be awesome!
